The first step is to complete a Change Identification Framework.  Here you are defining the specific changes/tasks required to deliver each desired business outcomes by change type. This change activity planning can be done in increasing levels of detail as required by the size, scale and complexity of the project.

The identified changes can then be scheduled into an overall Change Delivery Schedule and then a month-by-month Change Deliverables Plan that allows you to easily track completion of your change program. NB Only 100% complete deliverables to specification/quality to plan is reliable 'progress'.

Change Planning

Change Identification

Identify the changes required to get from your current state to your future state. Initially these activities are identified at a high level—enough to enable you to establish the size, scale and complexity of the required change program.

These changes are captured in the “Change Identification Framework” by change-type so as to give structure to the list of change activities.

A key aspect of TOP’s change identification and planning is that every activity must produce a verifiable output—a testing plan, a draft policy, a job description, installed hardware. This output is the activity’s measure of completion.

Change Decomposition

The initial high-level change activities are then individually ‘decomposed’ into more detailed activities so that the workload involved and resources required can be identified for project resource planning and costing purposes.

The decomposition process uses the same “Change Identification Framework” model but now adds ‘change outcomes’—the primary measure of success for a set of change activities so that each set of changes can be measured in terms of achieving an outcome (rather than just measuring their completion).

Change Scheduling

Using the reverse-scheduling technique, the sequence in which the change activities need to be executed to deliver the outcomes is identified and captured.

This scheduling can be done at any level of change planning detail as befits the complexity of the project.

Change Deliverables

When you know what you have to do and when, you can identified what “deliverables” will be delivered by the change activities and when. This generates a “Deliverables Plan”.

The schedule determines when the output should be delivered. The Deliverables Plan details the outputs due each period (usually a month). True progress is the 100% verified delivery of each output when due to the quality required. The Delivery Plan details when each output is due to be delivered.
